rely on %mor tier

Joyce,

	I am sorry it took me this long to reply, but RELY command is very complicated and I wanted to spend enough time examining the source code carefully to give you the correct answers.

As you suspected, if you specify +t%mor option, then RELY only looks at %MOR tiers and ignores all other tiers including main speaker tiers. If you do not specify any +t%... option, then RELY only looks at main speaker tiers.
