Yes, you can do this using the INSERT command.  Alternatively, when you use escape-L to run CHECK on a file that does not yet have @ID lines, it will run INSERT for you.

I recently added ID tiers for a bunch of files using command: insert +1 [filenames] where filenames was the @ symbol pulled down through the "file in" box.

The ID tiers are not super-informative and are just based mostly on the @participants and @languages headers, but it will add them.
