Coding short quotations inside utterances

I am currently updating my CHAT transcripts (so they pass through CHECK). 
One of the changes involves the coding of short quotations (single words or 
a few words) within utterances. On p.67 of the manual it tells me to use F2 
+ ' to open a quote and then F2 + " to close a quote. Although the opening 
quote marks appear without a problem, the closing quote marks do not - 
instead the result is what looks like a comma. CHECK then identifies this 
as an error. I have tried several things on the keyboard but no success so 
far. I know the Unicode characters are U201C and U201D but using the ALT 
button doesn't appear to work either. The device I am on at the moment is a 
Windows 10 tablet with detachable keyboard (I am away travelling) so I 
don't know whether that is the problem.
Any help would be much appreciated.
