Corpora: Lexical database in XML

I am planning to build a lexical database of Modern Hebrew with
orthographic, phonological, morphological, syntactic and semantic info.
In this respect I have a few questions to you mavens:

1) Which is preferable to use, XML or a database management system?

2) Which XML application (i.e., document type) do you recommend?

3) How about queries?
