You can do that using any POS tagged corpus. If you try Mark Davies' BNC-based VIEW at http://view.byu.edu/ <http://view.byu.edu/>  <http://view.byu.edu/ and>  and search for [nn2]  [n*], you will find many of such examples, e.g. "shares index", "services department".

I am currently looking for a corpus of nominal compounds (N-N) in which the first noun (the internal noun) is pluralized, such as jobs growth, visual effects supervisor, the new government's nationalities policy, etc.
 
Any reference will be greatly appreciated.
