Hi Andrea,

there is a free DE-EN dictionary at
http://ftp.tu-chemnitz.de/pub/Local/urz/ding/de-en/
it's part of Frank Richter's dictionary application "Ding"
http://www-user.tu-chemnitz.de/~fri/ding/

dict.cc derived their dictionary from the Ding dictionary, and you can 
download theirs too, with a 'personal use only' clause (which is funny since 
it is derived from Frank Richter's GPLed Ding dictionary - and so should also 
be governed by the GPL)
