Hi,

I'm not sure exactly what kind of annotation tool 
you are looking for, but we did develop such a tool called QDA Miner.

The version 1.0 of the program was reviewed on 
the Linguist list 
(http://www.sfs.nphil.uni-tuebingen.de/linguist/issues/15/15-1243.html) 
and in several professional journals (see the 
list of recent reviews on our main page).  We 
have also started beta testing the version 3.0 of 
QDA Miner that we plan to release later this 
summer.  It will include many new features, such 
as the annotation of graphics, command log, a 
report manager, as well as a new query by example 
search function with a relevance feedback 
mechanism. This upcoming version will also 
provides further integration with WordStat, our 
content analysis tool.  You can download and try this beta version from here:
