[Corpora-List] Universal Networking Language

The United Nations has commissioned a pivot language which they call
"Universal Networking Language" which binds individual synsets from WordNet
with constraints that disambiguate them.  A university in Tokyo is
developing the language, or may have already developed it by now.  

One intent is to make Multilanguage translations more practical and
effective.  Personally, I would like to find the set of all "Universal
Words" which is their name for a list of the words and their constraints.

Does anyone have a URL to download that dictionary of universal words with
constraints?  Any reference is appreciated.
