The thing that demands to be explained is the great discrepancy between:

(1) The variety of experience that occurs in a given environment (very great),
(2) The variety of syntactic forms exhibited at maturation there (much less).

The amount of regulation or the control of variety that is obviously present
calls for a source of information to explain it, but that source of information
cannot be supplied by experience, which is, as we said, diverse.
