Hi Mike,
These are vowels. Yes, these are found in some dialects of Pashto (as per my judgment).

Can you describe the sounds? (voiceless unaspirated retroflex plosive...)  The sounds of "standard" Pashto dialects are reasonably well described; are these phones only found in particular dialects of Pashto?
