I don't think it is a routine occurrence and I don't know why it occurred.  It may be that it was simply a shot heard and that gave them an excuse to pull out and stop the evacuation of the poor patients.  I am forwarding an email which I just received today from a colleague which presents a different take on disasters and "homeland security".  This weeks issue of Time magazine has the photo I mentioned in my first posting.
