Local variations key in English teaching

Four experts spoke at "The Future of English 2006," an educational forum at 
the Australian Embassy in late August, and interestingly enough, they all said 
the goal in English teaching should be to teach students to speak 
communicative English--not to attain native speaker-like proficiency.
