Rwanda: Language Crisis - is Country French Speaking Or English Speaking

Here are some fundamentals of the Rwandan language challenge: 90 per cent of 
the Rwandan population speaks only Kinyarwanda; 5 per cent speak French as a 
foreign language; 5 per cent speak English as a foreign language; the majority 
of secondary schools use French as a teaching language. University education is 
expected to be bilingual, English and French.

When an investor starts a school, he/she decides which teaching language is 
going to be used. Parliament uses three languages, Kinyarwanda, English and 
French even though 100 per cent of the MPs speak Kinyarwanda. MPs rely on a 
number of translators that do not always translate accurately legal texts from 
Kinyarwanda to English and French.
