TOEFL for Students with US Diplomas

I would like to know if any of you have any experience helping non-native speakers of English who graduate from United States high schools with their college application process, and whether they need to take the TOEFL.

Most of the web sites are ambiguous about their requirements, such as UVA's, which says that "Students who are bilingual in English ... and have scored well on the verbal portion of the SAT may be exempted ..."  What does "scored well" mean?

If any of you have navigated this process with other students, any help at all would be greatly appreciated.
