Strategies vary in tough competition for bilingual teachers

In some cases, bilingual teachers are wooed with extra pay topping $4,000 and are asked to sign contracts on the spot at job fairs. A handful of school systems, including Houston ISD, are hiring more teachers from Spain thanks to a state partnership with that country's education ministry.
