The failure by some teachers to pass the English proficiency test is the fault of the government, a legislator insisted Tuesday.
Education sector lawmaker Cheung Man-kwong also said the government's decision to introduce the test in 2001 has sullied the reputation of all teachers who are now being blamed for the poor standard of English in many schools.
