<P class=MsoNormal style="MARGIN: 0in 0in 0pt">The abysmal record of the <st1:City w:st="on"><st1:place w:st="on">Boston</st1:place></st1:City> schools in educating students from families where little or no English is spoken thoroughly justifies the scrutiny the program is getting from the federal government. The review team from the departments of Education and Justice will likely find that, despite recent improvements, much remains to be done.</P>
