Barrera, the dean of the college of education at <?xml:namespace prefix = st1 ns = "urn:schemas-microsoft-com:office:smarttags" /><st1:PlaceName w:st="on">Texas</st1:PlaceName> <st1:PlaceType w:st="on">State</st1:PlaceType> <st1:PlaceType w:st="on">University</st1:PlaceType>—<st1:City w:st="on"><st1:place w:st="on">San Marcos</st1:place></st1:City>, as the assistant deputy secretary and director of the office of English-language acquisition for the U.S. Department of Education. Richard L. Smith became the acting director in that post in May 2008 and has held the position under both the George W. Bush and Obama administrations.</P>
