This article doesn't address diligence in English language acquisition; it discusses the complex reasons why some legal immigrants decide to pursue naturalization or not.  We must be careful not to conflate the issues of language and geography.  The article does not say that Latin American immigrants are less proficient in English than others, just that they naturalize at a lower rate.  This is due to the proximity of the home country and the possibility of
