Documenting Endangered Languages 
 
The National Science Foundation (NSF) intends to procure, on a sole-source
basis, consulting services from Dr. James C. Herbert for developing an
agenda on behalf of the National Science Foundation for the ?Distributed
Global Agenda for Documenting Endangered Languages? presented by the
Rockefeller Foundation.     Dr. Herbert is uniquely qualified to undertake
this work.     The statutory authority permitting other than full and open
competition is 41 U.S.C. 253 (c) (1) ? Competition Requirements.
Interested persons may identify their interest and capability to respond to
the requirement or submit proposals.     This notice is not a request for
competitive proposals.     A determination by the Government not to compete
this proposed contract based upon responses to this notice is solely within
the discretion of the Government.     Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive procurement.     An ombudsman has been appointed to help resole
any offeror?s non-routine matters or concerns that may not have been
sufficiently addressed by the Contracting Officer.     Additional
information concerning the Ombudsman program, including contract information
