O texto redigido pelo então procurador Jader de Figueiredo Correia traz denúncias de caçadas humanas promovidas com metralhadoras e dinamites atiradas de aviões, inoculações propositais de varíola em povoados isolados e doações de açúcar misturado a esctricnina. Agora, o relatório pode se tornar um trunfo para a Comissão da Verdade, que apura violações de direitos humanos cometidas
entre 1946 e 1988. investigação, feita em 1967, em plena ditadura, a pedido do então ministro do Interior, Albuquerque Lima, tendo como base comissões parlamentares de inquérito de 1962 e 1963 e denúncias posteriores de deputados, foi o resultado de uma expedição que percorreu mais de 16 mil quilômetros, entrevistou dezenas de agentes do SPI e visitou mais de 130 postos indígenas. Jader de Figueiredo e sua equipe constataram diversos crimes, propuseram a investigação de muitos mais que lhes foram relatados pelos índios, se chocaram com a crueldade e bestialidade de agentes públicos. Ao final, no entanto, o Brasil foi privado da possibilidade de fazer justiça nos anos seguintes. Albuquerque Lima chegou a recomendar a demissão de 33 pessoas do SPI e a suspensão de 17, mas, posteriormente, muitas delas foram inocentadas pela Justiça. Funcionários que haviam participado do trabalho foram exonerados. Quem não foi demitido foi trocado de função, numa
tentativa de esconder o acontecido.
