(1) The most accessible textbook-like resource in English would likely
be Bennett's "An Introduction to the Gothic Language." It has some
linguistic lessons and a lexicon as well as graded readings.

(3) The diacritics were added later. The diaresis, however, which
appears over word- and syllable-initial i's is an invention of
Wulfila.

(4) The usual way to represent Gothic diacritics is by a following
apostrophe, I believe. However, the accents are not always used and
usually not necessary, much like the macrons of Latin. I admit to
occasional absent-minded employment of high-order characters, esp.
thorn.
