While eagles appear as a motif in some later northern Germanic art, the
Goths don't seem to have adopted it until after they lived on the Ukrainian
steppes, and they seem to have analogues in Sarmatian and earlier steppe
art.  As for what they symbolise, that would have to be pure speculation.
