To better explain the example without all the details,
let us take a simple verb like "to walk" or "to fight":

"The Fighting Ones" --  would then do as a tribal name.
"We Fight" -- that too would do.
"I Fight" or "He Fights" might also do.
But "I Fought" or "He Fought" seem to be unlikely tribal names.

Same with f.example "to shoot".
"The Shooters", "the shooting ones" etc.. (=de skytende) : okay.
"We shoot"  (=skytum) : so-so.
"I shot/he shot"  (=skaut)  : doubtful.

I see now that the gothic tenses may have
had a different usage than the present one.
I think that might be worth while to learn more about.
