But, if the optative is for wishes or uncertainties, then why use it here? It means "He who (such-and-such)", explaining that God does these things already, as an established fact.
 

 Also, I don't think it would be "unsars" as verbs with a short stem ending in "-r", including "unsar", never keep the -s that would otherwise follow it. Unless it's permissible in the vocative case, since I know very little about the vocative case besides its uses.
