FLAP SURVIVED!

The Foreign Language Assistance Program has survived in the Education
Conference Committee report language!  The program is included in its
current form within Title V, 'Promoting Informed Parents and Innovative
Programs,' Section D,  the 'Fund for the Improvement of Education,'
Sub-part 9.

The bill still has to pass the House and Senate and be signed into law,
but we have every indication this will happen.  The Conference Committee
will begin appropriations discussions for education next Wednesday.
