ARG-ST as a head feature

I probably shouldn't have mentioned locality at all, but I thought that
this was the issue behind Berthold's original question.  I agree (with
Carl, Jim et al.) that this is a non-problem, and adopting RSRL as your
underlying formalism for HPSG makes the issue especially moot...

Berthold says:

I am not sure anybody would realistically want to impose such a constraint
anyway, given the many well-known cases of coordination of unlike
categories in many languages...  (Various nice examples from Polish
available on request.)
