[HPSG-L] HPSG proceedings now CC-BY

Dear everybody,

A good, cool, peaceful, and successful new year to everybody! Without
walls or other funny stuff that keeps us from working and living
together as human beings.

Some representative of a linguistics repository contacted me and asked
whether they can archive and catalog the HPSG proceedings and I took
this opportunity and asked Dikran from CSLI Pubs whether we can put the
proceedings under a CC-BY license. He agreed \o/ and I adapted the
script for creating the proceedings and recompiled all the years from
2003-2018. The title page now mentions CC-BY and links to the license.
The individual papers have a nice CC-BY logo in the footer. Please check
whether I broke something.

The HeadLex proceedings (joint with LFG in 2016) are also updated.
