Hi Phil,

I'd like to set up a couple of registries, one for character repetoires,
one for character encodings, another for language names, maybe others as
time goes by.

Examples of character repetoires are
        abenaki.charset ::
                {a,c,d,e,i,j,k,l,m,n,o,p,s,t,u,w,z,8:',^}
        maliseet-passamaquoddy.charset ::
                {a,c,e,h,i,k,l,m,n,o,p,q,s,t,u,w,y:'}
        penobscot.charset ::
                {a,e,i,h,k,l,m,n,t,w:',schwa,alpha}

Examples of character encodings are ASCII (a 7-bit encoding which we're
using) and BJECree (an 8-bit encoding).

Examples of language names ... uh, Ogibberish, Powow-Pigeon, ...
