Inquiry in creating interactive CD Roms

The Yurok Tribe's language program needs your help. We are seeking to
create language cd-roms and we are in the process of identifying
software--that would help us create the cd-roms-- that would be the
most helpful as well as efficient in this task.

I was hoping that there may be those of you who would be willing to
advise me on software that you may have used or know to be helpful.
