FCC opening for community radio

In October, the FCC will have a one-week window for accepting 
applications from non-profits for full-power radio frequency, up to 
100,000 watts, depending on availability of the spectrum in the 
community's area.  The application process will require some planning 
ahead before then, but it looks like a good opportunity.  The 
applying organizations would have to be non-commercial with an 
educational mission, but would not need to have 501(c)3 status in hand.
