Low-Powered TV stations

Aloha kakou. I received an inquiry from a member of the Hawai'i  
island community, asking about low-powered TV stations and if there  
is any use of them in the native American community. If anyone is  
aware of low-power TV to service any such community could you please  
forward the info to me. I've found a few references searching Google  
but if anyone on the list has personal knowledge or experience to  
share I would be grateful.
