Michael, I'm guessing that they have succeeded by immersing children in the 
language. I think that is the only way that children can learn a language. I 
don't think it can be done in schools just by learning lists of words or the 
"grammar" of a language.

In Ireland the Gaelscoileanna succeed in instilling fluency where the 
regular school system fails utterly.
