pointers are the substance of the matter. How many countries have done what
Mexico has in one form or another? In many cases, and for various reasons, it
has been foreign linguists and agencies like SIL which have done much of the
work. While such outside-initiated efforts are vital, especially when there is
nothing else, it doesn't seem to substitute for national initiative and data gathering,
and can't take the place of policy to do something with the results.<o:p></o:p></span></p>
