Yes, try the TEI Guidelines, available at http://www.uic.edu:80/orgs/tei/.  The
Text Encoding Initiative has produced a DTD that's the main standard for
humanities work using SGML.  See chapter 12 of the guidelines for the tag set
for dictionaries.
