It is more or less the same reconstruction. <@> is (originally, at
least) the vocalic allophone of <H>, reconstructed on the basis of
Indo-Iranian, where the root vowel is <i> (an IE <**pater> would have
developed into Sanskrit <**pata:> and not the actual <pita:>)
Using <@2> or <H2> is simply a matter of phoneme-to-grapheme
correspondence.
