The people who have probably done the most work on the mathematical
abilities of specific language impaired children are Chris Donlan and
Barbara Fazio. Both are still working in the area.

References:

Chris Donlan: Patterns of mathematics learning associated with language
disorder; in: Kay Mogford and Jane Sadler (eds.) Child language
disability: implications in an educational setting; Clevedon, UK:
Multilingual Matters, 1989.

Chris Donlan: Basic numeracy in children with specific language
impairment; Child Language Teaching and Therapy, 1993, 9, 95-104

Barbara Fazio: The counting abilities of children with specific language
impairment: a comparison of oral and gestural tasks; Journal of Speech and
Hearing Research, 1994, 37, 358-368.

Barbara Fazio: Mathematical abilities of children with specific language
impairment: a 2-year follow-up; Journal of Speech and Hearing Research,
1996, 39, 839-849.

Hope that helps,
