Optimality theory is a constraint-based approach to generative grammar developed in a still unpublished manuscript by Prince and
Smolensky (1993). It is probably the "dominant" approach to phonological theory in North America, and has also been applied to
syntax and semantics. Kager (1999) is an excellent introductory textbook that contains some discussion of learnability issues.
