Gabriela Simon-Cereijido warned about the limited psychometric validity of the CELF and Preschool Language Skills for morphosyntax and discourse with Spanish speakers. 

She pointed me to this paper, which discusses a morphosyntax measure that is valid for bilingual Spanish-dominant children in the US:
