/><b>Descripción</b><br /><p>It has been 5 years since Mercator
Legislation organized the 5th Mercator International Symposium on
Minority Languages. The conference was then entitled “Linguistic
Rights as a Social Inclusion Factor”, which raised the question on
how the linguistic rights of recent immigrants and receiving
communities could be regulated and guaranteed, specifically within
minority language communities that already share their space with
majority or dominant language communities.<br /><br />After 5 years,
the prosperity which then attracted migrant citizens to EU countries
has turned into a deep economic crisis that could affect political
approaches to diversity. In addition to this, two new countries
–(Bulgaria and Romania) have acceded to the EU and other eastern
candidates have applied for membership. As regards wider contexts, the
factors above mentioned have been moulding through the years the
application of legal instruments such as the European Charter for
Regional and Minority Languages -that will soon be 20 years since it
was opened for signature. 2011 will mark, too, the 15th anniversary of
non-official instruments such as the Universal Declaration of
Linguistic Rights. Furthermore, 2007 witnessed the adoption of the
Declaration on the Rights of Indigenous Peoples by the UN. The list of
charters and treaties about linguistic protection is however not
limited to the ones mentioned here.<br /><br />With this context in
mind, the conference will examine to what extent it is possible to
sustain, promote and develop linguistic diversity and multilingualism,
both for minority/minorised languages and for languages of newcomers
to Europe.<br /><br />The 2011 Mercator Conference on Legislation thus
aims at providing researchers, civil society representatives, policy
makers and stakeholders with an understanding of new developments and
trends in language legislation –either from a top-down approach or a
bottom-up approach– considering the recent needs and events
aforementioned. <br /><br />Attendance is free of charge. Please
