Ken Beasley and Lauri Karttunen's book Finite State Morphology,
which describes how to use the Xerox finite state tools, comes
with a CD-ROM containing the software (xfst, lexc, etc.).
The license permits use on a single workstation and distribution of
the resulting networks for non-commercial use. Amazon.com currently
lists the paperback for US$40. So one can get started with this
kind of software for not much money. However it is unclear what
the licensing situation will be for those who want to distribute
the runtime system. Check their web page for further information:
http://www.stanford.edu/~laurik/fsmbook/home.html.

There is a free set of FSM tools, written in C++, available from:
http://www.pg.gda.pl/~jandac/fsa.html. I haven't used these and so
can't comment on them.

For the AT&T fsm toolkit see: http://www.research.att.com/sw/tools/fsm/.
