[Lexicog] Tips on keyboard mapping utilities for PC?

Alan Wood has a small, reliable collection of utilities with
screenshots on his unicode pages.  You can get a very good idea of
what the programs are like by looking at his writeups.

I have personally used Keyman in the past (
http://www.tavultesoft.com/keyman/ ).  ( I now use Linux which has
very simple, very complete remapping).  Keyman did the job very well,
but there seem to be some programs out there with nicer interfaces.
Keyman is free for personal and educational puposes, though.  That's
hard to beat.
