I am not sure whether I understand what you mean by "no significant
difference when comparing
the combination ..."  It makes some sense to me when talking about
"synonymy."
When talking about "collocations", a "little big man" is certainly not
the same as a "big little man." 
Some "little big men" were already mentioned in this discussion. I add
Nelson and the late
Ivorian president Houphouet-Boigny, a short man, whom they referred to
with respect
"short man with long arms." In German we say "length is not necessarily
a sign of greatness".
