[Lexicog] migrating toolbox data to unicode

There is a program called Teckit which is designed for converting texts to
Unicode.

You can download it at

The command line program sfconv (part of TecKit) is designed for the task
of applying specific encoding changes to certain fields of a Toolbox
database and other encoding changes to other fields.

which describes how to set up a control file for sfconv.
