Thanks for the helpful set of references from Mike Maxwell.

Should SKOS (http://www.w3.org/2001/sw/wiki/SKOS/) perhaps be added? It seems to be mainly used for vocabularies, including multilingual ones.

One might also mention the DICT specification (http://tools.ietf.org/html/rfc2229), which imposes constraints on a dictionary format (resources compliant with it listed at http://luetzschena-stahmeln.de/dictd/index.php?).
