Q: IP Specifiers in VSO Languages

Hello all,

Bresnan (2001) refers briefly on p. 127 to the fact that "The specifier of
IP is taken to be null (omitted) in Welsh, as a parametric choice." This, I
assume, is directly related to its VSO word order. I was wondering if anyone
could give me any references where this issue is discussed in greater length.

Additionally, I was wondering if some may have proposed that in SVO
languages, the specifier of VP might be null.
