Check the bibliography in Kaplan and Baldauf, LGE PLANNING - you might get
lucky. Check the Digital Dissertations list. Check MLA abstracts, LLBA.
Ricento's recent Ideology, Politics and Lge Policies might have something
like Pennycooks article - it also has the article Hornberger mentioned.
Check the bibliography of Stephen May, Language and Minority Rights. You
might also check some of the sources I cite in my Lge Policies and Lge
Rights in the AAA annual Review a couple of years back. B Sibayan's THE
INTELLECTUALIZATION OF PHILIPINO may have something.  Glyn Lewis' article in
one of Fishmans S Of L anthologies may yield something of interest.
    I hope you have read the DePrez &Du Plessis recent book Multilingualism
and Government, reviewed by me in the last issue of LinS. You should read
everything Deprez ever wrote (I know he is not appreciated in Belgium but
one of the very best). There is also the Canadian L C Kelly  25CENTURIES OF
LGE TEACHING  that touches on histories of lge planning now and then. But I
think you have found a good topic - not much there. Good luck, Christina
