>>From the New York Times, December 3, 2003:

MOLDOVA: PEACE PLAN FOR SEPARATIST REGION President Vladimir Voronin said
he would offer a new peace plan to the separatist Trans-Dniester region to
try to appease both Russia and the West, which have proposed very
different solutions to the conflict. The future of Russian troops
stationed in the region is crucial; largely Russian-speaking
Trans-Dniester, which broke away from Romanian-speaking Moldova in 1990,
wants to keep the troops, and the Russians want to stay. Western countries
have suggested a multinational force. Mr. Voronin rejected the Russian
position and said he supported Secretary of State Colin L. Powell's call
for an international force, something Trans-Dniester has previously ruled
out. He also suggested that Russian troops could form part of any
multinational force. (Reuters)
