much difference between the Hungarian political parties' position, whether
in government or opposition.

While the EU elections may not be a burning issue for many, in the Basque
Country the process has been set alight by an initiative from Herritarren
Zerrenda (HZ), a left wing nationalist coalition, which raises the
possibility for European Parliament candidates to be voted on from across
the Basque Country - both North and South, so holding the elections across
state boundaries.

CLRAE CALLS FOR A EUROPEAN CHARTER OF REGIONAL SELF- GOVERNMENT BY 2005

During the 11th plenary session of the Congress of Local and Regional
Authorities of Europe (CLRAE) in Strasbourg held last week, the newly
elected President for the next two years, Giovanni Di Stasi, is supporting
his predecessor, Herwig van Staa, on the adoption of a Charter of Regional
Self-Government in 2005. However, speaking to Eurolang, Basque Vice
President, Gorka Knörr, is critical of existing regional powers and the
Draft Constitution process in general: "We are really upset with the
constitutional process of the EU, since that process doesn't take into
account the role of the constitutional regions, in our case stateless
nations, such as the Basque Country, Catalonia, Scotland, Galicia, for
example."
