Attorney says fines off table for now in ELL case



A lawyer for class-action plaintiffs challenging the adequacy of Arizona's
programs for students learning English says the state is off the hook
temporarily -- but maybe not for long. Attorney Tim Hogan has told a federal
judge that the state's approval of a $40.6 million funding increase for
English Language Learning programs eliminates the potential for large daily
fines that the judge had threatened.
